Chinese government policy

On September 1, 2020, the Chinese government implemented a new law on the prevention and control of environmental pollution from stationary waste. This new law clearly stipulates that the Chinese government adheres to the principles of reduction, resourcefulness and harmless waste treatment.

Government Responsibility

The law strengthens the responsibility of supervision and management of the government and its relevant departments, clear target accountability, credit records, joint prevention and control, the whole process of monitoring and information technology traceability and other systems, clear national gradually achieve zero imports of solid waste.

Policy Revision

In terms of specific aspects, the law improves the system for the prevention of environmental pollution from industrial solid waste. Strengthen the responsibility of the generator, increase the discharge permit, management ledger, comprehensive resource utilization evaluation and other systems.[1]

Legal system upgrade

The law improves the construction waste, agricultural solid waste and other environmental pollution prevention system. The establishment of construction waste classification and treatment, the whole process management system. Improve the straw, waste agricultural film, livestock and poultry manure and other agricultural solid waste pollution prevention system. Explicitly state the establishment of electrical and electronic, lead batteries, automotive power batteries and other products of the extended producer responsibility system. Strengthen excessive packaging, plastic pollution control efforts. Clarify the basic requirements of sludge treatment, laboratory solid waste management.[2]

Classification of domestic waste

The law clarifies the state to promote the domestic waste separation system, establishing the principles of domestic waste separation. Integrate urban and rural areas and strengthen the prevention and control of environmental pollution from domestic waste in rural areas. Each municipality has developed reasonable management methods for waste separation.

For example, 'Regulations of Shanghai Municipality on the Administration of Domestic Waste' and 'Beijing Municipal Domestic Waste Management Regulations'.
